Resolved Question: When adopting a child..?

My mom wants to adopt a child and she was wondering when you adopt someone, do you get to choose like when you walk in the building and you see all the kids?(Like in Stuart little & Orphan, i know theyre movies but im using them as examples) I'm not talking about adopting a baby I mean a kid who's in his at least teenage years (13, 14 or 15) , I live in anaheim california, Is there any adoption centers nearby where you do get to choose like that.
